Over the years and with the changing constitution, the forms of management of the institution changed until finally in 2004 a budgetary institution was established - the Panevėžys District Liūdynė Cultural Center. The founder of the cultural center is the Panevėžys District Municipality, whose rights and duties are implemented by the municipal council. The cultural center is a member of the Lithuanian Association of Cultural Centers, cooperates closely with the centers belonging to this organization, and participates in events organized by the association. It communicates with other cultural centers of the country, art, scientific institutions, and public organizations. The cultural center has two branches in Velžys and Dembava. Twelve amateur art groups and two art studios operate in the center and branches. All of them carry out active cultural employment and concert activities of the population, many are regular participants in the Lithuanian Song Festival. In 1998, the first brass wind instrument orchestra in Lithuania "Vaikystės vėjas" was established in the Liūdynė Cultural Center, which gave rise to the rapid creation of orchestras of this type in the country.
