Born on 18 April 1956 in Vilnius.
In 1980 he graduated from Vilnius University with a degree in economics, and in 1986 he defended his PhD thesis in philosophy. From 1985 to 1987 he taught at the Lithuanian Conservatoire. 1987-2001 Research Fellow at the Institute of Philosophy and Sociology, Lithuanian Academy of Sciences. 1998-2004 Lecturer at the International Business School of Vilnius University. From 2001 to 2003 he worked in the Government of the Republic of Lithuania as Advisor to the Prime Minister on Education and Culture. 2004-2009 Cultural Attaché at the Consulate General of Lithuania in Kaliningrad Region. 2009-2012 lived in Riga. Since 2012 he has been Vice President of the Lithuanian National Olympic Committee. Multiple Lithuanian swimming champion and record holder, bronze medallist in the 100m breaststroke and 200m breaststroke at the 1976 Montreal XXI Olympic Games, 6th place; 5th place in the 4×100 medley relay; Olympic record holder in the 100m breaststroke. Winner of the 1976 European Cup in Pescara (Italy). In 1988 he was one of the initiators of the re-establishment of the Lithuanian National Olympic Committee (LTOC), a member of the General Assembly and Executive Committee of the Committee; also in 1988 he was one of the founders and members of the initiative group of the Lithuanian Persitvarkymo Sąjūdis, a member of the Seimas of the Sąjūdis, a member of the Seimas Council. In 1990, he was one of the founders of the Lithuanian Liberal Union. From 1994 to 2000, he was the founder and Chairman of the Council of the Lithuanian Santarves Foundation. Editor and publisher of the publication "Sąjūdžio žinios" in 1988, co-founder, editor and publisher of the weekly "Šiaurės Atėnai" in 1990, editor and publisher of the magazine "Naujoji Romuva" in 1995-2000, member of the editorial boards of the magazines "Baltika" and "Paralelės" in 2007-2009. President of the LTOK Committee for Noble Sportsmanship 2003-2017. Vice President of the LTOC 2012-2017. Participated/candidate in the 2019 Presidential Elections of the Republic of Lithuania.
