Born on 10 January 1942 in Steponis, Rokiškis district. Died on 20 May 2021 in Vilnius.
1967 - graduated from Vilnius University, 1970 - graduated from Vilnius University. In 1970 he graduated from Vilnius University, and in 1970 from the Moscow Higher Film Scriptwriters' and Directors' Courses. From 1970 to 1974 he worked as an engineer of the Cinematography Committee, from 1974 to 1977 and from 1980 to 1984 as an editor of the script college of the Lithuanian Film Studio, from 1978 to 1980 as a prose consultant to the Lithuanian SSR Writers' Union, and from 1990 to 1993 as the head of the club. From 1993 to 2005 he was Chief Duty Inspector of Vilnius Territorial Customs. In 1974, the famous television film "Tadas Blinda" was based on a script by R. Šavelas, as well as many other films.
