1972 - graduated from Giedraičiai (Molėtai district) secondary school, 1975 - graduated from Vilnius University of Technology, 2007 - graduated from Vilnius University Institute of Journalism (Bachelor of Information and Communication).
1976 - assistant to a film mechanic, 1976-1977 - director of the Giedraičiai Culture House, 1978-1980 - engineer of the Lithuanian Amateur Cinema Society, 1980 - senior technician at the Land Management Design Institute, 1981-1985 - head of the farm department of the Merkinė Soviet Farm, 1985-1989 - film mechanic. Since 1991 he has been working for the Dzūkija National Park Directorate in various positions. In 1995, he founded the art gallery "Šalcinis" in the visitor centre of Dzūkija National Park Merkinė, created leaflets and billboards. Member of the editorial boards of the newspaper "Šalcinis" and the magazine "Dainava". Member of the Varėna Municipal Council (1995-1997, elected in 2011, resigned)
Member of the Lithuanian Union of Photographers since 1982. He takes photographs and writes articles together with his brother Mindaugas, signing under the creative pseudonym "Broliai Černiauskai" or Algimantas and Mindaugas Černiauskai. They have participated in national and international exhibitions. He has held more than 100 solo exhibitions in Kaunas, Vilnius and many other Lithuanian cities, as well as at the Lithuanian Art Museum in Lemont (USA, 1991), Montpellier (France, 1996), Berlin (Germany, 1997), the Lithuanian National Museum (2000), etc. The photographs were used in the editing of the Lithuanian television film "Life under the Maple Tree" (directed by K.Musnickas), in the play "Discover Me" (directed by R.Kazlas, 2015), and in the illustrations for the video "Zydinti bobutė" (2016) by Rolandas Kazlas and Pakeleiviai.Janina Lapinska Lapinska made a video about their work in 2000, entitled "Solo in two voices."
