Born in 1974 in Vilnius.
In 1992 graduated from Vilnius 22nd Secondary School (later. M. Daukša Secondary School, now.
VGTU Lyceum) (literature class). 1997 - Faculty of Law, Vilnius University. 2001 m.
Defended his PhD in social sciences (law) at the Lithuanian University of Law (now. Mykolas
Romeris University). Since 2010 he has been a professor at Mykolas Romeris
Institute of International and EU Law, Romeris University. He teaches International Humanitarian Law and other
other courses. Member, expert and collaborator of various state and international institutions.
