Born in the family of Kristina Čepinskienė (Krukauskaitė), the opera singer of the Kaunas Musical Theater, and Stanislaus Čepinskis, the violinist and conductor of this theater. 1984-1994 studied at Juozas Naujalis art school in Kaunas. 1994-1997 studied at the Juilliard Academy of Music in New York, prof. Dorothy De Lay in the violin class, 1997-1999. At the Lithuanian Academy of Music, in the violin class of father S. Čepinskis. In the same year, he improved in Itzhak Perlman's master classes.
in 2002 married the violinist Indre Andruskevičiūtė. Son Herbert (b. 2006).
in 1991 The Queen of Spain awarded the "Together for Peace" medal of the Maria Pia Fanfani Foundation for spreading art in Europe. in 1998 elected the most memorable artist of Kaunas. in 2003 awarded the Knight's Cross of the Order "For Services to Lithuania".
