Since 2013 - Chairman of the Lithuanian Radio and Television Commission.in 1967 graduated from Šiauliai Julius Janonis secondary school. in 1971 graduated from Šiauliai Kazios Preikša Pedagogical Institute, Faculty of Philology and obtained the specialty of teacher of Lithuanian language and literature. in 1972 graduated from the Faculty of Music in Klaipėda and obtained a conductor's qualification. in 1992 He studied copyright law at the US Congressional Studies Center (Washington).
 in 2004 graduated from the Institute of Journalism of the Faculty of Communication of Vilnius University and obtained the specialty of public relations and press representative.in 1973 worked as a teacher of Lithuanian language, literature and music in Vilnius city auxiliary school no. 2. 1977 – Vilnius city auxiliary school no. 2 director. 
1982-1986 - Deputy head of the Lithuanian republican department of the Copyright Agency for matters of distribution of works by Lithuanian authors abroad. 1986-1989 - Chairman of the trade union of cultural workers of the city of Vilnius. 1989-1991 - Deputy General Director of the joint Lithuanian-Polish company "Laura".
Twenty years since 1991 was the general director of the Lithuanian Copyright Protection Association Agency (from the very beginning of this organization). Authorized by the government of the Republic of Lithuania in 1992. conducted negotiations with the management of the Soviet copyright agency in Moscow regarding the transfer of assets and documentation to Lithuania
