In 1967 he graduated from Šiauliai 2nd Evening Secondary School, in 1967-1969 he studied at Šiauliai 13th Vocational Technical School (speciality of turner). In 1969-1973 he studied at the Kharkov Law Institute (Ukraine), graduating as a lawyer.
1973-1974 - legal advisor to the Joniskis District Agricultural Board. 1974-1975 served in the Soviet Army. From 1975 to 1976, judge-judge of the Molėtai District District Court, 1976-1979 judge of the Šalčininkai District People's Court, 1979-1992 chairman of the Pakruojis District Court. Since 1992 - lawyer at Šiauliai Law Firm, since 2002 - lawyer at the Law Firm of Jonas Nekrašius.
Since 2005 member of the Lithuanian Bar Council.
Participated in exhibitions of ex-libris, graphics, photography and mail art in Belgium, Japan, Spain, the Netherlands, USA and other countries. Diploma and prize winner of several photography competitions on travel and tourism. He is the organizer of the international ex-libris competitions in Šiauliai, and the organizer and director of the Museum of Ex-libris.
He is the author of the following books: "Raising the Legal Culture" (1982), "The Court Is Going" (1983), "The Judge Is Receiving the Judge" (1988), "The Man Came to the Court" (1988), "Ex libris. Artist Gerardas Bagdonavičius" (1998), "Ex libris. Mikalojaus Daukša's "Postile - 400" (1999), "Fluxus: in this case" (together with G. Mažeikis, 2002), "House of Thoughts" (2003), "Gubernija. Ex libris. The Ring of the Sun since 1665" (together with D. Dragūnas, 2006) and other publications, author and compiler, author of about 1500 popular articles, posts on law, morality, anthropology, culture, art, travel, famous people. In 2012 he was awarded the Matas Šalčius Prize.
