Born in 1934 in Šiaulaičiiai (Radviliškis district).In 1965 he graduated from the Lithuanian State Art Institute (now Vilnius Academy of Arts), where he gained a specialisation in theatre design. From 1971 to 1979, from 1988 to 1994 he was the chief director of the Vilnius theatre "Lėlė". In 1975-1979, he worked with Dalia Tamulevičiūtė at the Lithuanian State Conservatoire (now the Lithuanian Academy of Music and Theatre) to develop a course for puppeteers. In 1978-1980 he took part in Lithuanian television programmes for children. 1987 - 2006 taught stage design composition and puppet theatre set design at the Vilnius Academy of Arts. From 1994 to 2002 he was the director of the puppet troupe of the State Youth Theatre. In 1997, together with his wife, actress N. Bižanaitė-Mazūriene, he founded the theatre "Paršiukas Ikaras" in Vilnius.
V. Mazūras has designed sets for performances at the Lithuanian National Academic Theatre, Šaulių Theatre, Klaipėda Theatre, Juozas Miltinis Drama Theatre, State Youth Theatre, Panevėžys State Musical Theatre, Kaunas State Puppet Theatre, Panevėžys Puppet Carriage Theatre, Kaunas State Puppet Theatre. He has also created performances for Lithuanian National Television and in foreign theatres - Belgrade, Kaliningrad, Copenhagen, Moscow, St. Petersburg, Svankegarden, Tashkent. Many of Mazūras' plays have taken part in international festivals and won awards. Mazūras participated in exhibitions in Vilnius, Panevėžys, international exhibitions in Latvia, Mexico, Poland, Estonia, Hungary, Germany, Czech Republic. V. Mazūras is a member of the Lithuanian Artists' Union, the Theatre Union, an honorary member of the Lithuanian National UNIMA Centre (Lithuanian branch of the International Union of Puppeteers).
